While hemp is pretty easy to get, hemp bast is not so. To stand the best chance of finding hemp blast, you'll need to upgrade your hemp bast and stem gathering abilities, then you'll get a better chance of finding hemp bast in level 2 hemp areas.

The drop rate is still quite low at around 4%, so it may still take quite a few tries to actually get Hemp Bast.
