I've been stuck with the justin situation as well. Does anyone know where to find him???

Justin is supposed to be found in the Town Hall, at level 2. But he is only there at certain times. He should appear during a phase called Light Occupied Period.

Check in the top right corner with the invasions tab, if it shows "completely occupied" then he is not there but when it changes to light occupied he should be there. This may depend on other players helping out with the invasion

Its on the upper right corner next to the map.. under benefits tab there will me an icon with 4 dots open that and invasion tab will be there.
