Can I pass a camp on to another player as mayor? I want to give control to someone else.

I don't think it is about officials and permissions. When the mayor leaves the camp member who has made the most contributions (tax etc) will be promoted to mayor

Before you leave you can make sure another player is set an a camp official and has full camp permissions activated. Then leave and they will be in control.
