In Rise of Kingdoms, all references to time and based on UTC Time. If this is confusing you then basically it means Coordinated Universal Time.
You can find out what your actual time is in relation to UTC by visiting a time website, such as this one:
Often in Rise of Kingdoms special events happen at 00:00 UTC, to find out what time that is for you, head over to a time website to check out the time different. Or simply tap into google 'my time at 00:00 UTC'
00:00 UTC is also the time int he game when it moves over to the next day, so that is the time when events which stop and other will become live, and the time where the new daily tasks rolls over.
