Alliance Officers what is their role?

Alliance Offices are also referred to Rank 4, Rank 5, Leader, being the only higher rank.

Rank 4 can do things such as Build alliance flags and buildings, upgrade and downgrade member ranks, approve and remove members, add alliance markers.

Rank 4 Officers can also be awarded titles such as Saintess, which are basically just buffs that give you a certain bonus such as in combat, gathering or something else.
