Usually it means that the flag is no longer connected to an alliance fortress, so maybe your alliance fortress has been destroyed, and therefore the flags around it are no ineffective.
You should either rebuild the alliance fortress, this should make the flags effective again, or start over somewhere else, and destroy those old flags.

If attacking an abandon ineffective flag does that mean you would be attacking that alliance as well or would that flag be a free for all to take? 52 4 REPORT

The flag still belongs to an alliance so you would be attacking the alliance. Although ineffective flags are no longer useful so it wouldn't hurt the alliance at all. Always best to ask first if you're attacking flags of allies though.Guest Replied
