This is useful to ask for if you are about to start a long research task. Having The Scientist buff activated on your City before you start the research task at the Academy will reduce the total time of the research by a percentage.
To get The Scientist buff you have to ask the current Kingdom King and they may or may not give it to you!
Remember to thank them if you get it as they do spend resources to give you this or any buff.
