These can be spent in the Alliance Shop. Tap your alliance icon, then the shop icon to see what is in your alliance shop. Your alliance R4 and R5s can add items to the Alliance Shop, using Alliance Credits.

Individual credits can be obtained through activities such as alliance tech donations, alliance help, alliance building construction and alliance gifts.

Individual credits are not reset when a governor leaves an alliance. And can be used to purchase items if you join another alliance.
