Whats the best way to level up commander?

You'll need to level up your commander by collecting tomes of knowledge. You get these by attacking barbarians and barbarian forts on the map.

The higher the level of barbarian or fort that you attack, the more tomes you will get. Then just select the commander you want to upgrade and tap the green plus sign on the end of the XP bar to upgrade him or her.
