This basically means the alliance that you are currently in does not occupy the pass that you are trying to cross with your teleport.
You can try either of the following 2 ideas:
1. Use a territorial teleport. This will move you to an alliance's territory anywhere on the whole map
2. Use random teleport (blue). But who know's where you'll end up!

To use territory teleport you need to be in aliance that is inside pass territory ,I mean you can temporary join in another aliance,use teleport to their territory and their get back to your own ,and than you can use targeted teleport-------- TengushaAdd your answer
