I have four commanders but can only send out two or them?

I have four commanders but can only send out two or them? Anyway to switch between them?

When you upgrade your city hall to lvl. 11, you can send out 3, at lvl. 17 you can send for and at lvl. 21 you can send out 5.

When you select what types of troops to send, you can tap the commander on the left to select another commander.
