Who is the best commander?

All commanders have different strengths. When you initially decide on a civilization you can see the strengths of each one.

The Roman Commander is a good all-rounder. But as you play the game you will be able to recruit more commanders anyway, and they will all need to be leveled up to be of any use.

Sun Tzu is also a great Commander to focus on upgrading at the beginning of the game. He is very strong at defending your City and leads your troops into battle well.
