Rise of Kingdoms Not Loading?

If your game is not loading then there are a number of possibilities, check your connection and restart your device first of all.

Then check if there are any issues that the game publisher has announced via their social networks:

Sometimes after a game update there have problems reloading the game. So check around before you do anything, but in some cases you may need to reinstall the game. It's best if you have your account connected to Facebook before you do this however.

If in doubt, check with the publisher.
