There are many commanders that excel at attacking Cities, but without the list of options it is hard to suggest the correct one. All of the following are great at attacking Cities:

Julius Cesar

Frederick I

Mehmed II

Saladin

However the BEST currently for City attacks is Takilla paired with Takeda using Cavalry. That is currently the OP combo for destroying cities and buidlings.
