Why can't my friend teleport from his server to mine?

I am level 8, but he is only level 6. When he tries to move to my server an error says it's protected, even though it is still in the nascent?

You need passaport if jump other kindom under lvl8 city.

10m power need 1 passaport

15m 2 passaport

20m 3 passaport
