Can you migrate to a kingdom that has started kvk? Or even pre kvk?

No, the kingdom's status will become "Immigration Limited". You must wait until the Lost Kingdom event is over for that kingdom.

I meet al the requirements but still can’t migrate.

You need to wait till it says develop on kingdom status

Is there any cool down after the kvk, because it’s over in my target kingdom and I can’t immigrate although my equipments are approved.

Can you immigrate a kingdom that is done with kvk one and is in offland kingdom but your account is still in kvk 1
