You can use gem to buy more VIP points in the VIP shop. And it's recommended that you get to VIP level 6 ASAP so you unlock the permanent second building queue.
In fact, until you are VIP 6, it's the only thing you should really be spending your gems on. Early in the game you can get a lot of free gems via City upgrades. You can also get free gems by killing barbarians.
If you are part of an active alliance, you may also get VIP points via alliance rewards when people purchases chest.
Another significant milestone is VIP level 10, where the free daily VIP level 10 chest will contain one legendary commander sculpture.
