Try Growth Fund. You can only purchase this once, and you'll get gems for loads of levels up to 25. You can collect the rewards even if you have passed the level when you buy the pack.

If you've already bought the Growth Fund, then try the Supply Depot, where you get a lump of gems, then log in for 30 days for a load more.
