Can I change my server without loss of the progress? From EU to NA.

No you can't. Your progress and data is only exclusive to the server/platform where you signed up/started the game.

Can you switch servers and keep the old server's data so you can switch back?

Yes. When you go onto the new server your data from the old server will be gone, however if you switch back to your original server your save data will still be there.
