What does 1st passive effect gained +30% mean? I can’t figure out what it increases

This is my understanding: This means 30% more of an effect on the first passive you select during gameplay. For instance, if you get the Koga Spirit Scroll first, then you will gain 30% more EXP for that round on top of what the scroll would give you normally.

For example if it's like -10% less CD it would be 13% less
