This is a difficult question to answer and one that may take some trial and error to figure out for your own troop set up.

The in game hints seem to suggest that shooters are better against certain enemy types (vehicles) and fighters are better against others (zombies) so it will depend initially on what enemy type you are facing.

The other ingame advice is that the front line should be for units with high defensive stats, the middle position is for units with high supportive stats and the backline is for units with high offensive stats. You will need to check the stats of your currently trained troops. You can check stats for different troops types in the training camps for each.

Additionally, it will depend on your current level of APC research and Hero recruitment. What slots you have open for adding heros to your formation and their skills, as well as the level of the barracks, will affect how many troops can fit in each wave. Having more of a lesser type of soldier will probably be better than only a few stronger ones. If you only have the first slot open then you may have a lot of troop capacity in that wave to fill with the largest number of troops.
