Rally cap.... I'm level 8, and from everything I've read I should have 2 additional rally spots however..

Rally cap.... I'm level 8, and from everything I've read I should have 2 additional rally spots however I cant rally attack Wendell and my really cap remains at 1

Your rally cap is raised by upgrading the Headquarters Building. Your base maybe level 8 but you need to upgrade the headquarters to level 8 as well.
