It makes sense to remain in the state you start in unless you have a specific reason for moving. The players in your state will all have started around the same time as you and you will be able to grow at roughly the same rate.

Immigration of other players to your state won't start for several months so no high level players can come in initially.

If you move to a lower number state then you will most likely be one of the weaker bases. Making you an easy target locally and in cross state conflicts.

But if you move and find a good alliance to help you then you can still do well and in a strong state you can grow more quickly so while it is a risk it can pay off.
