Is there a tax or fee for hitting resource tiles?

Is there a tax or fee for hitting resource tiles? Like troop capacity is 50k and the tile has 30k but when troops come back only has 16k with it.

There is no tax / fee for this. But I don't know why you would not get the full amount. Make sure you are seeing the load capacity for your APC and not the troop capacity.
