What does the skill war cry make?

What does the skill war cry make? I don't know if the Militant is good or bad (the second skill), because it says "Heroes squad has -80% might decrease for 2 turns* HOWEVER I tried fighting a zombie and there was no decrease, can somebody help me? :/

I don't have a clue what they meant with it.

Militant seems to be a strong hero. There are some other heroes with similar trade of skills, a strong attack skill with a debuff or drawback afterwards.

In general the debuff should only activate if the hero uses their skill successfully. I don't know how to confirm what skills are used and the effects though.

@Answerer: you can always watch a replay of you battles; so you'll what was actually going on (may help a litte with fine tuning your squad).
