When you start marching, if that activity allows you to speed up then you will see the option to 'Speed Up' next to the march progress indicator in the world views (the spinning wheel and green progress bar in the upper left). Tap the 'Speed up' button and select if you want 25% or 50% acceleration. If you don't have the items then you will need to pay diamonds for them.
