How come the other players can still follow your base after you use random tp? is that some kind of cheat?

They should not be able to 'track' your movement, although if they are searching for you and there are lots of them then its possible for them to find you in the map. You many also have an alliance traitor who is leaking your location.
Once you move, if you then attack players your location may be broadcast in the news feed so make sure you are not giving yourself away.
