You can make a rally with any APC that you have.
Tap on a target (eg wendell the clown) and select the Rally option. Then set up the time setting and select an APC to send. This starts the rally. You can now choose a second target and do the same with a different APC.
You cannot send more than one APC on each rally. and you cannot rally the same target twice at the same time.
