Why can't you shield when returning from Wendell?

The game doesn't let you shield if you are currently attacking (or returning from an attack). I don't know why this includes attacks on zombies / bosses as you can make an attack while shielded. It may be a a bug perhaps. But yes it stops you adding a shield if you have any attack in progress until your troops have returned.
