What is the presidents roll?

The president can hand out buffs and nerfs to other players. Each buff has a title (e.g. First Lady, General, etc.) And will give you positive rewards (increased marching speed, increase research speed) The Nurfs also have names (e.g. Beggar, Theif, Fool) these are negative effects (decreased marching speed, decreased resource production). With the newest update which introduced the National Quest, the president and positive buff members are responsible for creating the quest for each class. They can also add buffs like increased EXP, decreased quest time, and increased points.
