Speed ups can be used for various activities, building, research, training troops. There are general speedups that can be used for any activity and specific speedups that are just for one type of activity.
When an activity is in progress such as upgrading a building there will be an option to speed it up. Tap on this and you will be able to apply any speedups that you have to make it go faster.
If you don't have speedups for that activity there will also be the option to buy them with diamonds.
