How to place alliance center 1?

How to place alliance center 1? And how can I get higher level zombies and resources nearby?

Check in the Alliance Menu under Building. If you are missing any requirements it should tell you. You will need to be R4/5 and there needs to be sufficient store donated to the Alliance warehouse from alliance members.

AC1 can only be build in the outer edge band of the state.

In each state the outer areas have low level zombies and resource plots. The closer to the center you move the higher the level that will appear.
