Why I cant move into another state even my base still level 4?

It's been less then 24 hours since I stated I also bought 2000 diamonds and it wont let me change states. Not only did it take away my diamonds when I tried to move it never moved me and the change state just tells me I cant also my base is still level 5

The 2000 diamonds probably bought you an advanced teleport, but you cannot use this to change state as you said. The advanced teleport is hopefully in your items. Check your items to see if you have a 'newbie' teleport. This is used to change state.

To change state you need to go to the target state in the world map and tap a plot there and select the Change state option. If you are doing this, what is the reason it is giving for not letting you move?
