During the alliance duels for doomsday, if you go to war with 1 alliance and they used another alliance to lay tiles around their center, can you attack those tiles even if you aren't at war with them?

Yes I am sure you can attack them. You should be able to take any times in the state as long as you have a rally point to start from.
