Can I send gifts to my alliance member? Like, if for example, I want to send someone an advance teleport?

No, the game doesn't allow for the passing of any items from one account to another. The only exception is the Trader players can send a small amount of resources (food, water etc) to other alliance members.
Sharing other items would make it too easy for people to set up multiple accounts and gain huge advantages.

Yes it does if you have VIP 2 and unlock gifting you can gift to anyone 3 1 REPORT
