One APC has buff and other does not, how is that activated?

One APC has buff and other does not, how is that activated? And can I activate a buff on both?

It will depend on the buff. There are specific buffs for the 'Class APC', such as raiding money if you are a Raider class. This is only available on that one. Other buffs such as one from having all the same troops types in the formation can be applied to any APC.
