Difficult to answer. When you try the upgrade option it will list the requirements to upgrade. You will need resources and possibly some other buildings will need to be upgraded first. Check the list to see what you are missing.

Tap on the building and select 'Upgrade'. The items that are needed are shown in a list. you may need to scroll down to see them all.Add your answer
