I have moved to another state, now I can't occupy empty plots, why?

Plots need to be occupied next to your own alliance plots of buildings. Also check if the doomsday event is still happening for you. It has recently bee in the tallying phase during which time you cant do any more occupying of harvesting and then the event finished.
