Can you station multiple heroes on a resource and have their development skills stack?

Can you station multiple heroes on a resource and have their development skills stack? Or is it better to just station one higher level hero and increase the development skill more?

Yes you can station multiple heroes in one building / resource. They will all add to the buffs / effects. Up to you though how you decide to upgrade skills and use them.
