You can only use vip points upon reaching level 20. Level 20 will unlock vip shop

VIP shop can only be unlocked with VIP badges, which must be purchased with actual money. Once you’ve done that you can spend your VIP points in that shop.

VIP points can be used in the VIP shop but only once you have unlocked it. Unfortunately you need to unlock it by spending money on VIP badges. The VIP shop is a pay to use option for extra privileges and bonuses in the game. You can tap on the shop building and choose the preview option to see what bonuses you could get if you unlock it.

Why can't dev make it possible to unlock vip shop whit out spending $110
