I can switch states with advanced teleport ?

You can move your base to another state with an advanced teleport during cross state events. If you want to participate in Doomsday Conquest / War, or Clash of Zones Events.

If you want to migrate to another state permanently you can't do this with the teleport. You need to select the migration option and there will be a cost in real money.
