What does the tower do exactly?

What does the tower do exactly? Can you upgrade the tower skill? Says lvl 1 on a lvl 16 tower.

There isn't an option to increase the skill level on the Tower. You can only upgrade the building to increase its stats.
The Tower will just act as a defence when your city is attacked. It will take out a few of the enemy troops but unfortunately even at a high level it wont have a great effect.
