Is there any other way of getting doomsday regeneration serums for speeding up recovery of wounded troops?

You can earn 25 each day by rallying and killing 'The Adjudicator' zombie boss (and you get 1 additional for each boss killed in by alliance).

They are also given for completing some of the tasks in the Quests list (under the doomsday conquest tab)
