I am at level 14 and want to move to another state. How can I do this?

You can't move until migration opens up.

You can only move base from state to state before lvl 6 unless you I migrate that's only open for state 1 through 40 at the moment

There is no free way. They have introduced state migration which allows you to move states after level 10. It is currently only available for states 1-40, but should expand some time.

It cost money to move though, the amount depends on your overall power.
