How do you know which alliances are part of NAP?

Best thing to do is ask the Leader or R4's of your alliance. They will let you know who you should not attack.
You can also check the alliance message of your alliance and the messages of the top few alliances in the state. They may specify any NAP agreements. Go to the settings menu and click Rankings -> Alliance power rankings to see the top alliances in the state.
