Is there any way of changing state later in the game... After level 6?

The game has a new event called state immigration that allows you to change states. It was trialled on a few states initially and is now open for states 1-40. Presumably it will come to the rest of the states eventually.

You have to be base level 10 or above. There is a cost but it depends on your power rating.
