The building info states that it provides tactical resistance during combat. So should mean stronger troops when you fight / less wounded. I don't know exactly how much it helps though.

I don't know how it directly affects troops on defense. I maxed out Garrison Hall and Tower but it seems that I still get many troops wounded, and barely killing or wounding my attackers. They are suppose to help defending when being attacked by higher level bases or greater amount of troops but it's as if it's not working.

Same my experience i paid a real money to buy diamonds but.. But didn't appreciate the quality for thier Garrison Building.. its seems like useless

Maxing out the Garrison Hall will stregthen your reliance against moral collapse. A great advantage when the fight is on the edge and winable. If you'd loose anyway, fighting the whole 5 rounds means only loosing more troops and being defeated never the less. When on defense, a useful thing, and from Lvl 17 on necessary for upgrading your base.
