The state map has different zones to build centers in. Ranging from low level near the edges to high level at the center. Center 2 needs to go in the second area 'Badlands' (AC1 has to go in the outermost low level region 'Death Desert').

For doomsday it's a good idea to place AC2 as close to the 3rd region as possible 'Barren Grassland'. This way you can use it to move off outwards into the second area that you need to occupy plots in but when you are strong enough you can easily use it to advance into the third area for the higher level plots as well. If you are able to build the AC3 though then this is not as important.
