Why can't I occupy a infected resource?

The game will make you teleport to a location near your alliance center 1 as part of the doomsday event. To start occupying areas of the world you have to start next to an alliance center. After you accept the teleport you will be given your first plot (empty plot) and you can then start occupying other plots as long as they are next to your own plot or one of your alliance members plots.
