You can station a hero on barracks also. But when I try, the hero I want don't appear in the listing. Why?

Combat heroes are added to the formation by choosing the Hero tab at the bottom of an APC's formation screen then dragging the heroes to any unlocked slot on the left. You cannot 'station' development heroes in the barracks. Only in the training buildings for each type. Guest Replied
How do I station secret keeper in barracks? AppGamer Answered:
Combat heroes are stationed in barracks by adding them to the formation (APC) in the same way as troops. There is no stationing cost but you need to have researched through each individual APC's research tree to unlock the slots for them. The first slot is easy but the second and third take time.
In the formation setting (for each APC) select the hero tab at the bottom and drag and drop a hero to any open slot on the left of the formations.
